For this project Atkins provides program and disaster recovery center support, temporary housing group site design and construction,  and hauling and installation of temporary housing units for future disasters under FEMA's Individual Assistance Technical Assistance Contract (IA-TAC). Atkins led the first IA-TAC II as prime, and the second in a joint-venture arrangement.

Deploying full-service, highly trained staff in response to a presidential declaration of disaster as ordered by FEMA is one of the key tasks for this contract. Additional responsibilities include site assessments to support temporary housing, site inspections for potential placement of temporary housing on personal property, installation of temporary housing units and staging area support, group site design for building and placement of temporary housing units, general construction services, and facility management.
