FTA Portland Streetcar

As a Federal Transit Administration (FTA) program management oversight consultant (PMOC), Atkins is providing oversight of the Portland Streetcar Loop (PSL) project, which consists of design and construction of approximately 3.3 miles of new fixed guideway alignment with 28 new streetcar stops. The PSL will provide service between downtown Portland’s Pearl District and the Central Eastside to the Oregon Museum of Science and Industry (OMSI) in southeast Portland.

The new alignment is entirely street-running except for the overpass over the Union Pacific Railroad (UPRR) tracks and is an extension of the existing Portland Streetcar System that operates between the Good Samaritan Hospital in northwest Portland, through downtown, past Portland State University, and currently terminating in the emerging South Waterfront District. The alignment crosses the Willamette River on the existing Broadway Bridge, which is a bascule bridge structure. The connection from SE Martin Luther King Boulevard to SE Water Avenue in the OMSI district will be via viaduct crossing the UPRR. Improvements and expansion of Portland’s Streetcar Maintenance and Operations Facility are also included in the project.
