Mountain States Intertie

Atkins is the prime contractor for the completion of an environmental impact statement (EIS) for a 450-mile high-voltage transmission line proposed by NorthWestern Energy. The proposed routes run from central Montana to south-central Idaho. This EIS is being prepared to satisfy requirements of the National Environmental Policy Act (NEPA), the Montana Environmental Policy Act (MEPA), and the Major Facility Siting Act (MFSA). 

The two co-lead agencies for this project are the Bureau of Land Management (BLM) and the Montana Department of Environmental Quality (DEQ). BLM field offices are located in Shoshone, Upper Snake, Burley, Butte, and Dillon, Montana. Cooperating agencies include the Montana Department of Natural Resources and Conservation, US Forest Service, US Department of Energy, and Idaho Office of Energy Resources.
 
Atkins is responsible for all aspects of the EIS including public involvement, technical analysis, document preparation, and agency coordination. Key issues being addressed include visual resources, identification of sage grouse and other wildlife, socioeconomic impacts, Tribal concerns, and cultural resources. The most significant challenge addressed by Atkins on this project is the multi-agency involvement over two states. Jurisdiction over this project falls to agencies and BLM field offices in both Idaho and Montana. Atkins has formulated analytical methods and set up a project management system that allows for highly effective communication and flexibility as key modifications to route alternatives have evolved through the EIS process.
